Pre-packaged commodity
A pre-packaged commodity means a commodity that, without the purchaser being the present, is placed in a package of whatever nature, whether sealed or not, so that the product contained therein has a pre-determine quantity.
Label
A label means any written, marked, stamped, printed, or graphic matter affixed to or upon any pre-packaged commodity.
Institutional consumer
Institutional consumer means the institution which buys packaged commodities bearing a declaration ‘not for retail sale’ directly from the manufacturer or from an importer or wholesale dealer for use by that institution and not for commercial or trade purposes.

Industrial consumer
Industrial consumer means the consumer who buys packaged commodities directly from the manufacturer or an importer or from the wholesale dealer for use as the industry and the package shall have a declaration ‘not for retail sale.
Retail Sales Price
Retail Sales Price means the maximum price at which the commodity in packaged form may be sell to the ultimate consumer, and the price shall be print on the package in the form of Maximum Retail Price.
Principal Display Panel
- In relation to a package, a Principal Display Panel means the total surface area of the package where the information required under these rules is to be give in the following manner:
- All the information could be group and give in one place; or
- The pre-printed information could be group and give in one place, and online information could be group in other places.
- Some commodities on which the “when packed” declaration is allow are soaps, lotions, creams, and camphor and all these details are mention on the Principal Display Panel.

Declarations in a Principle Display Panel
The main declarations made under the Pre-packages Commodities Rules for retail sale:
- Name and address of manufacturer/ packer & manufacturer (if manufacturer is not packer)/ importer,
- Country of origin if imported
- Common, generic name of the commodity
- Net Qty. in std. unit of W or M or no. of the commodity in the package
- MRP incl. of all taxes
- Unit sale price (w.e.f. 01.10.2022)
- Month and year of manufacture *(or pre-packing or import) (except food articles, Seeds, and cosmetics) (*Omit w.e.f. 01.10.2022)
- “Best before or use by date, month and year” in case of commodity becoming unfit for human consumption with time

Principal Display Panel area
The area prescribe for the Principal Display Panel for a declaration if the surface not including the top, bottom, flange at top and bottom of cans, and shoulders and neck of bottle and jar shall be determine as follows:
- In the case of a rectangular package, where one entire side can properly be consider the principal display panel side, the product of the height multiplies by the width of that side.
- And In the case of a cylindrical or nearly cylindrical package. And 40 per cent of the product of the height of the package is multiply by the circumference.
- But In the case of any other shaped package and 40 per cent of the total surface of the package or an area is considered to be the Principal Display Panel of the package.

Leftovers of the Principal Display Panel
A label doesn’t need to be affix, covering 40% of the surface area earmark for the Principal Display Panel (PDP).
The Principal Display Panel denotes the area, which is 40% of the total surface area in the case of cylindrical surfaces, excluding the top, bottom, and flanges, where all the mandatory declarations have to be make.
Principal Display Panel prescribes the mandatory declaration to be took and does not restrict the right of the manufacturer/packer/importer to utilize the leftover space for other declarations/promotions.
